

The property is Crown Land which has been leased to Pembina River Tubing under the Public Lands Act, the Public Lands Administration Regulation (PLAR) includes a formal disposition for tourism and commercial recreation leases (TCLs). TCLs include accommodations or activities that are:
— provided or arranged for payment to members of the public for their pleasure or leisure, and
— intended to produce economic benefit.
What this means is the property is now considered “Private Property” and we have the right to control entry and set the ground rules for the use of the property to ensure that we can continue to provide river access to all parties interested in using our facilities. We are also bound by the same legislation as all other businesses and land owners.
The trail to the river is also Crown Land that has been leased to Pembina River Tubing in the form of a separate DLO. In Alberta, a DLO lease is a Department License of Occupation, which grants the right to use or occupy a specific area of public land for an approved purpose, such as an access road, airstrip, or boat launch. These licenses are formal dispositions issued under the Public Lands Act.
There is an annual cost for the leases as well as property taxes that must be paid. There is an expectation for us to provide certain amenities, beyond the river access, that all require maintenance, upkeep, and improvements. This includes, but is not limited to:
— mowing parking lot, paths, and trails
— weed eating and clearing parking lot, paths and trails
— portable toilets - cleaning, toilet paper, sanitizer, and pumping/disposal
— garbage - cans and bags, collection and removal, parking lot, paths and trail clean up daily
— recycling - collection, breaking down boxes, sorting and removal/disposal
We have changed the fee structure for the property to help cover the costs associated with the maintenance and upkeep in order to continue to offer a clean and safe place to enter and enjoy the Pembina River. We are no longer charging for parking and walk-ins, instead we are charging a $5.00 site maintenance fee per person. This fee is applicable to all persons entering the property and accessing the river with the exception of those who have booked a reservation online.

Reservations are available every day from the time we open until 3:45pm every day. Just click on the “Book Now” button and follow the steps to complete your reservation online. All participants are required to complete a waiver prior to participating. Anyone under the age of 18 will be required to have a parent or legal guardian sign a waiver in order for them to participate.
The reservation fee that you pay online when booking is for the first single person tube rental of the group. All remaining tubes will be paid for on the day of your reservation when you arrive. This reservation fee is non refundable but can be rescheduled on a different day. If you need to reschedule your float please contact us at least 24 hours prior to your scheduled float and your deposit will be transferred to your new booking.
We may be required to cancel reservations for weather or safety concerns. Please check your email- including junk folder the morning of your float. Cancellation notices will be emailed by 9 am the morning of your float. Please respond to this email with two alternative dates for your booking.

Pembina River Tubing has been a staple in the Entwistle area for almost 2 decades, from a parking lot in town to it’s current location. The opportunity to expand and introduce more activities to make the area more of a destination exists and we hope to bring some of our ideas to the area.
